Project Overview
The City of Baxter proposes a comprehensive reconstruction of Design Road to address its deteriorated condition, upgrade to 10-ton design standards, and enhance stormwater management. Key improvements include:
Roadway Reconstruction:
- Replacement of the existing pavement and curb/gutter with a new 6” bituminous layer over a 6” aggregate base.
- Reduced roadway width to 36’, consistent with local standards for commercial roads.
- Minor adjustments to pavement markings and signage.
- Replacement of driveways up to the right-of-way line.
Stormwater System Upgrades:
- Installation of a new 60” storm sewer pipe to redirect flows to the Whiskey Creek drainage system, bypassing existing constraints under Fleet Farm.
- Increased system capacity to reduce flooding in adjacent areas and accommodate future connections.
Sanitary Sewer Modifications:
- Removal and relocation of sewer segments to accommodate the new storm sewer layout.
- Installation of new cleanouts and adjustments to maintain alignment with modern standards.
Water System Improvements:
- Exploratory excavation and replacement of plastic watermain tees with ductile iron.
- Replacement of malfunctioning watermain valves and adjustments to maintain proper separation from sewer lines, with insulation installed where required.
Additional Enhancements:
- Grade adjustments to minimize surface water ponding.
- Replacement of pavement markings, signage, driveways, mailbox supports, and water valve box components.

Construction Updates
10/23/2025
The remaining schedule is as follows.
- Today (23rd)
- Jetting and televising of the sanitary and storm sewer.
- Site clean up and touch up work.
- Friday (24th)
- The contractor will be sweeping the private parking lots. They will be starting at 6 am and should be completed by 8am. If possible, please remove any vehicles that typically stay in the parking lot overnight. If you have any concerns with this, please reach out and we will work something out.
- Road striping will be installed
- By the end of the day, the traffic control will be pulled aside and the road will be open.
- Monday (27th)
- The contractor will be restoring the temporary accesses and working on punch list items
- All of the traffic control will be picked up and removed from the site.
- Tuesday (28th) – Friday (31st)
- The contractor will be completing any remaining punch list items.
